Multi-Tiered Systems of Support (MTSS) is a framework that focuses on implementing evidence-based practices within the areas of academics, behavior, and social/emotional support for the whole child, for all children. MTSS is the broader umbrella framework that encompasses other utilized support systems such as Response to Intervention (RtI) and Positive Behavior Intervention and Support (PBIS).

Tiers are based on student need and increase the level of support provided as a student moves from universal (classroom-wide) to targeted and intensive interventions. Schools identify students in need of additional support.  The MTSS team will set goals and provide students with evidence-based interventions to reduce academic and/or behavioral gaps.  The team will then use data to progress monitor and make decisions for each child.  

MTSS/RtI should NOT be used to delay or deny access to special education or other systems of support for students. It also does not require a student to go through all MTSS/RtI tiers or spend a certain amount of time in MTSS/RtI before they are referred for a special education evaluation.

The vision of the Strategic Integration Liaison project is to improve and sustain student outcomes through MTSS and Inclusion systems-level change by providing targeted and ongoing support, coaching, and technical assistance to LEA cross-functional leadership teams through implementation science, executive coaching, and resources that are available.  If your LEA is interested in implementing or improving the MTSS system, contact the SIL.
